Abstract

In response to the challenges posed by scattered settlements, limited population, and economic constraints in rural areas, Xiamen City has launched an ambitious initiative in 2021—the comprehensive improvement and treatment project for rural domestic sewage. This project is designed to uphold high-quality and high-standard standards, aligning with the broader goals of rural revitalization. The strategic integration of this initiative with rural development endeavors aims to address the unique complexities of rural environmental management within a one-year timeframe. This paper delineates the concerted efforts undertaken in Xiamen City to propel the improvement and treatment of rural domestic sewage, tailored to local conditions. By mid-2022, a pivotal milestone is anticipated, marking the substantial achievement of rainwater and sewage segregation, alongside the comprehensive collection and treatment of rural domestic sewage. The significance of this endeavor lies not only in its immediate environmental impact but also in its alignment with the overarching principles of "green development. Recognizing the inadequacy of replicating urban governance models in rural settings, this study advocates for a targeted approach devised as the "one village, one policy" plan. Emphasizing the unique challenges posed by rural landscapes, this plan seeks to tailor sewage treatment strategies to the specific characteristics of each village. By doing so, it aspires to overcome the inherent difficulties associated with controlling environmental pollution in sparsely populated and economically challenged rural areas. This research sheds light on the intricacies of implementing such a localized sewage treatment plan, delving into the socio-economic dynamics and environmental considerations that influence its efficacy. Insights from this study not only contribute to the success of Xiamen City's initiative but also offer a valuable template for other regions grappling with similar challenges in advancing "green development" in rural landscapes.
